Message from the Chairman of ADFIAP

On behalf of the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP), I wish to thank our Philippine member-hosts for organizing this year’s CEO Forum XI in Makati City, the Philippines.

Now on its eleventh year, this international conference for chief executives of ADFIAP member-institutions has gained prominence and relevance as an effective platform for best practice and ideas exchange, relationship-building and business cooperation and advocacy work.

The mission of development finance institutions (DFIs), or interchangeably referred to as development banks, as special policy institutions, have not changed since most were created more than 50 years ago, i.e., to provide access to finance and technical assistance to strategic, unserved and priority projects deemed necessary for a country’s sustainable economic development. But while their mission remained the same, their organizational structures, both in governance and management, as well as approaches to development lending, have evolved amidst the changing times.

It is with this perspective that I consider the theme for this year’s CEO Forum, “DFI Governance and Leadership: Practices, Challenges & Trends”, timely and relevant as members convene to (a) share and learn from each other their practices, challenges and ideas on governing and leading their respective institutions and (b) provide their thoughts and perspectives on future trends in governance and management of DFIs.

I thus invite all ADFIAP members, partners and other stakeholders to join us in the Philippines to meet, share and nurture our common purpose of seeking ways and means on how best we can all carry out our sustainable development mission in these trying times and beyond.

Messages from the Host Institutions

Mabuhay! This is our warm Filipino welcome greeting to visitors, it is an exhortation: “May you live well and happily!” When you come to think of it, isn’t this the end-goal of development that all us here today advocate – the happiness and well-being of the people we serve as development financing institutions of our respective countries?

We at the Development Bank of the Philippines are truly delighted to co-host this year’s CEO Forum of the Association of Development Financing Institutions in Asia and the Pacific, together with our “sister bank,” Land Bank of the Philippines.

It is fitting that this forum will be held here in the Philippines following on the heels of this year’s Asia Pacific Economic Cooperation (APEC) Leaders’ Summit and Ministerial meetings that are also being hosted by the Philippines, with the theme: “Building Inclusive Economies, Building a Better World.”

In the APEC summit and meetings, the role of development financing is spotlighted as the economies in our Asia-Pacific region continue to make more progressive strides towards economic growth, which our institutions rightfully can claim credit as having made a major contribution to. Today, we have the responsibility of making sure that this growth is sustainable over the long term and that it is inclusive – benefiting a broader base of our people.

The theme for this year’s ADFIAP CEO Forum is: “DFI Governance and Leadership: Practices, Challenges & Trends” underscore the importance of Good Governance because it ensures that the interests of all stakeholders are promoted and protected, especially for development financing institutions like us. Good Governance is the key to the long term sustainability, if not the survival of institutions. We are proud to showcase our roster of Philippine experts, as part of the knowledge sharing objective of this forum, who will present their knowledge and experience on the subject.

Mabuhay and welcome to the Philippines for the 11th International Forum for Chief Executives of Development Finance Institutions.

It’s been six years since we last hosted this annual CEO forum, and it comes in the same year when the country is also host to the Asia-Pacific Economic Cooperation forum. These two major events are a welcome opportunity for us to network and synergize with our neighbour countries as we advance towards convergence in line with the ASEAN integration.

With the theme “DFI Governance and Leadership Practices, Challenges and Trends,” this forum is a perfect platform for us to share best practices and exchange insights on how to address the challenges in our industry – especially now that we face a major change in the region’s economic landscape.

We are privileged to have esteemed speakers who will share their perspectives on future trends in governance and management of DFIs. These discussions will help us better move forward in our commitment to provide financial services in pursuit of sustainable and inclusive economic development.

Let’s make the most of the sessions and get the best out of this opportunity to learn from our colleagues and DFI leaders in this event.

May this event not only be an avenue to build networks but also to strengthen our relationship as ADFIAP members.
